The committee is charged with managing all required needs-assessment activities. This includes, but is not limited to, the review of epidemiological data, estimation and assessment of unmet need and service gaps, inventory of available resources including identification of other funding streams that support HIV/AIDS care, and information on the capacity and capability of the system of care.

The committee will deliver this information to the other committees as necessary. It will oversee development of a comprehensive plan for the organization and delivery of HIV services, and ensure participation in development of the statewide coordinated statement of need. It should assess the effectiveness of funded services in addressing the Planning Council's priorities and allocations, and collaborate with grantee in assessing the cost effectiveness and outcome effectiveness of funded services.
